Critical analysis of proposals for assessing the sustainability of the development of the agro-industrial complex. P. 8–13

A critical analysis has been carried out of the proposals that are most acceptable from the point of view of the agro-industrial complex as a megacluster for assessing the effectiveness of large economic systems contained in the economic literature. As a result, it was revealed that almost all analyzed theoretical concepts contain serious flaws and do not have a complete meaning: appropriate mathematical tools were not offered for their quantitative interpretation, theoretical ideas are not supported by adequate methods, which allow to obtain representative results.

The article presents a comprehensive analysis of the functioning of the agro-food sector of the Republic of Belarus, identified destructive trends and risks. The algorithm of diagnostics of functioning and development of agro-food system providing monitoring of a condition of agro-industrial complex, an assessment of functioning of objects of agro-food infrastructure is offered. The model of the through technological system of production of agro-food products, containing the main directions of complex optimization of functioning of spheres of agriculture and manufacturing industry is formulated.

Methods of assessing the effectiveness of logistics costs in agricultural organizations of the region (on the example of Mogilev region). P. 31–40

In modern conditions of globalization of market principles of management, as well as formed in the country of the problem of disparity of prices for agricultural products, of particular importance is a deep and systematic optimization of resource costs, in particular through the use of logistics approach. The article proposes an improved method of assessing the efficiency of logistics costs of agricultural organizations in the adaptation of structural and regional studies, based on the tools of economic and statistical method. The step-by-step justification of results of implementation of the offered technique, in approbation concerning subjects of the Mogilev region is given.

Ensuring economic stability and innovative development of Agroindustrial Complex the important part is assigned to regional state governing bodies. However the considered problem can successfully be solved with science participation. In this aspect improvement suggestions of the productive and economic relations in Agroindustrial Complex, including staffing, reforming of unprofitable, insolvent organizations are given, to attraction of investments and rational resources use. In combination with improvement suggestions of regional agrarian policy is capable to provide increase in efficiency of agroindustrial production and its competitiveness at the local and republican levels.
